State Legislators have revised the Town Toyota Center debt legislation in response to an outcry from local elected leaders who viewed the measure as heavy-handed.12th District State Representative Cary Condotta says the changes include restoring local taxing authority to each of the nine jurisdictions that comprise the PFD. The original bill was criticized as unconstitutional by East Wenatchee Mayor Steve Lacy because it gave the seven-member PFD board that authority . . The bill initially gave the Public Facilities District "councilmatic" authority to raise sales taxes for all nine jurisdictions without public vote. If approved...the PFD would have 10-years to pay off the loan. The legislature is set to consider the bill during the Special Session set to get underway next Monday.
