During Governor Christine Gregoire's State of the State address yesterday (Tuesday) she indicated that additional revenues will be needed to keep up with transportation infrastructure costs and that worries 12th District State Representative Mike Armstrong.
Also serving as a ranking Republican on the House Transportation Committee Armstrong is concerned about the Legislature dipping into transport funds to pay for other programs, "How do we protect this money? It's 3.7 billion dollars over a 10-year periold. We've seen examples, like the Public Works Trust Fund, that the Legislature has gone in and raided. This money in no way is protected by the 18th amendment. Any legislature could go in and, theoretically, rob this money," said Armstrong.
Armstrong believes that motor vehicle license fees and revenue from state gasoline taxes be "used exclusively for highway purposes."
Gregoire's proposed multi-billion dollar transportation package seeks revenue from a $1.50 per barrel fee on oil produced in Washington... as well as fees for electric vehicles...studded tires and vehicle weight.
