Traffic was slowed Friday morning along highway 28 when a semi overturned near Rock Island Dam. Lt. Kandi Patrick with the Washington State Patrol says the accident occured shortly before one. The semi, carrying 80 thousand pounds of apples, was on its passenger side, partially blocking the westbound lane. Traffic was controlled through the area for several hours. The roadway was cleared by 9:30. The cause of the crash is under investigation.
